At last count there were 493k homes destroyed in Hurricane Harvey with ours being one of them. Unfortunately for my wife and I, our insurance provider with whom we had full coverage insurance with, denied all of our claim. So we had to go to FEMA government assistance to help get some funds to start rebuilding. Of course they also denied our claim because we had full coverage insurance at the time of complete loss. They seem not to care that it was denied. It's a political mess.

The account will show up as "EIG Investments"; this is a company that David's wife created when she first moved to the US. Once an account is registered with paypal, it is impossible to change the original registration details however out of date they may become. Guess how I know.
Are any of our US members hot-shot lawyers able to help David sue the insurers and/or FEMA pro bono? That would be a colossal contribution.
