Is it possible you can reduce costs by rearchitecting on AWS EC2 or Lightsail in a microservices fashion - there is no need for a dedicated server given the amount of traffic I estimate you guys get.
There is plenty of info about rearchitecting forums for a million plus hits on small EC2 instances and even Lightsail instances.

There are plenty of WAF's that are open source too.

On top Cloudflare Pro is $20 a month (which you already have).

So all up you should be able to get the $1800 down to a more reasonable figure.

If in doubt... my background is Enterprise & Government IT, most of which was security.
