That works around the permission problem for writing the files there, but it doesn't avoid the confusing behavior with Windows hiding files elsewhere. (You're not supposed to write data under C:\Program Files (x86), but since Windows used to allow it, they hacked together a magic solution that's almost worse than the original problem.)

It's much better to just install Empty4 somewhere else.
