You have plenty of tools to recognize levels: draw a channel, follow daily rise/fall system (new day /sometimes overarching/, higher high, higher low -> new level, Sympathy drew my attention to it), straight move between levels (this is why it is good to draw levels according to the price structure and not a rigid, always the same way), price action (SH between L2-L3), arrows from previous levels to the expected new levels (Sympathy drew my attention to it), changing TFs to see the whole story, chart compression: compress entirely, levels show up easier, when you see a knot, there your level is. And when you are at the top you look for the signs of manipulation. And you align all this with the daily cycle, so you have sooooooo manyyyyyyyyyyy tools and signs that you can not make a mistake anymore and if you do, you know it immediately.

Level 3 becoming level 1? Not always, it depends on the overall structure between the peaks. If you reach PH without a 3rd level, then you can expect that 3rd level below and after PH. That should be L1 as well, right? But if you have a 3rd level rise and SH afterwards, driving price up 50 pips above the level, then your L1 will not be L3, it is a different structure. This is why you need to think of the combinations (level, structure of levels, SH, patterns) that can make up a structure from peak to peak. Once you understand this, it will be easy to understand intention. And once you understand intention, you will understand how the L3 turns or does not turn into L1.

Patterns can add value, you can see it on the picture below. Combine it with level counting and you are good to go. And a very important note here for both: compress your charts entirely, do not look at candles when you look for pattens and levels, or at least try compressed, too.

To Zingo, the pushes or levels question:
The standalone word "push" was used to describe intraday moves between intraday "levels". Between levels there are impulse moves (not thinking of time but structure), so you can always think of them as lines connecting the dots (levels or stops, where price rests for shorter or longer period of time). You know that patterns mature right? So forget about the terms here and just think of the same kind of moves on HTFs. And these moves/pushes are about reaching a new area of interest as soon as possible. This is what separates a level from the road to get there. You can think about a building as well, there are levels and stairs to connect them. A staircase can take many forms but the purpose is always the same, to connect levels.

thank you Rewand it helps a lot...now following what you explained,do pushes have to occur to define a level?personnally i think not i mean a level can be created without pushes,that also means that one doesn't have to look for 3 pushes to define a level(not rigid?) what do you think?
another question please that usually crosses my mind:does the high/low aof level have to be higher/lower than the high/low of the next level?thank you

Try to go visual instead of analytical at this point, draw and share your charts, people will help if needed. Levels are distinct entities and there are moves in between, ideally 3 step moves. Focus on the move, pause, move pause, etc routine with giving some space to SHs. Forget about the word push, it is not about the word but the nature of moves between levels, be them intraday or HTF. It is the same in all TFs, just adjusted to a particular TF. And intraday moves tend to be more impulsive, hence the word push I guess, not being equal to the 3 candle push. So, yes, there must be moves between levels, because levels are distinct and all between are moves of different nature.
Sometimes you get 3 moves without distinct levels, when price zigzags. It may also happen that the 3rd move falls short of the second but still indicates exhaustion. When you go visual, you may want to count moves sometimes, instead of levels, depending on what the actual PA paints in front of your eyes. Move counting helps to identify levels, too. Compress your charts, look for the knots and what is in between.
