why are you guys counting and forcing levels from 15min tf? that is why levels are hard to count. use 1hr time frame ok but if you feel 15mins will help you no probs

They manipulated the levels from the above arrows to make it looks like 3levels but its a 2levels moves. they decided to drop price. these are the things we must learn to understand by looking at other timeframes.
