I'ld like to share back a little because I have to admit that I've adopted few ideas functions that are in the EA here.
Congratulation by the way for the spirit of this site and so for the serious of the code shared.
Well, as you know, quotation are closed on the week-end, and if you get time to code during this time, you can't control anything before monday opening.
I've find a years ago a little independant tool which "simulate" tick arrival and whick make run our Ea or indicator. he doesn't change any quotation and nothing , and of course, the function base on time doesn't run.
When you'll open the compressed file, you'll find only a little Exe prog that you can put everythere , and personnaly I've pinned it to windows taskbar. One click, it is running :
you can choose the rythm of tick arrivals in seconde ( 1s=1000), you can make it in pause, or send tick one by one manually . you get all in a single quater page, and the best, it show you, all open plateform Empty4 at the moment, and allow you to select wicth Empty4 you want .
Personnaly, I use it now even when the market is open, because like this I'have to lost my time waiting for real tick. I get real tick of course and an impulse every seconds .
Hopping that will help you as it does for me, right now, I'm not able to work without it.

Perhaps you already have it and I don't know, in this case, I'll be a duck..

making zones where function will execute only each mn, xmn, 5,15,30,60,240,1440...
or another tool which in half page too each time hour very simply, and another with open market time with a good visual ( independant of Empty4)..
