good news
i've found my ribbon problem - it is the broker & bar history bar.
despite "max bars" in options being set to max, and running the LoadHistory script, I only have ~5800 records in 5min AUDUSD.. and can't get anymore from etx live server - I'll ask them... but dooooh, they have only recently launched Empty4 as an option.
For the levelsUP=5 ribbon - that is the daily ribbon on the M5 chart, so I need at least 1440/5=288, 288 *54 = 15,552 records to allow T3MA to calculate it correctly, which I don't for ETX.
[confirmed with a 3rd broker, installed in the same place, same method. Ribbons were incorrect with not enough data, I force the data load, they had enough data, and hey presto, ribbons look cooool!]
cheers

First try what fixed Padnoter, See in detail below
Now open up options-Chart under max bars chart and history type in a 9 with as many zeros as you can. Close it and open back up and you will see the real max of bars possible. 2147483647 You will not get this many so do not worry.
Now exit and restart and run force history download script. Open up the Experts tab on the bottom at the bottom to watch it run. It might take a while.
Restart again and see if this fixes youy problem if it does your done.
When Metaquotes installs the newer version it no longer puts history file in the old Empty4 install directory as below.

But when it is there on installation it apparently copies all the files into the new data folder. So that is why my old installation worked and my new one did not. So copy this folder out onto the desktop if you want to install a second instance of Cowboy IBFX for instance because the following is simple and will save you time. That is the folder highlighted on my desktop.

However in the new installation it does not have any history folder to pull files from. So it puts it default amount amount of files into the History folder in the new data structure. See below the empty history folder.
Screenshot 2014-05-06 05.23.57.png
Open up the data folder.
Screenshot 2014-05-06 05.25.03.png
Open up the History folder. Opening the name of the server you connect to.

Replace all these files with the ones you put on your desktop. You could run force download first but it does not always give you as many bars as you already had.
Screenshot 2014-05-06 05.26.21.png
Now run force download as explained above. So why so much explanation. Well you might have a broker that is new to Empty4 and they do not have a lot of history. You see it has to be their history if there is a dispute on price because every brokers feed is a little different. So if you are not worried about this try copying the history folder you just improved above into the other brokers folder that does not have enough bar. If you get waiting for update just use your market watch to drag each pair onto their respective charts. It should update than.
Edit The pink text that used to be above did not look that bright in the middle of the night.
