It is indeed Action Fraud handling this matter. None of the links on their page are quite appropriate for this, so I phoned Notts police and they gave me the correct telephone.
I have given the police all the details I have. The chap I spoke to asks for members here who donated asks you to telephone in your own report, quoting the crime number below so that it is obvious that you are referring to the same potential fraud.
The phone number is 0300 123 2040.
Crime number: NFRC 1505 0103 6795.
The officer will email me a copy of the report he has taken - this typically takes 48 hours to arrive. I will post the email address once it does, for those of you living outside the UK so you can email rather than pay for an international phone call.
The officer confirmed that a group approach to Paypal is going to be better than a mass of individual approaches, but the choice is yours.
