FIFO rule by NFA

I had been looking around for reasons as to why the FIFO rule was introduced by NFA. What's the purpose of this rule, and who does this benefit.?
NFA rules are supposedly introduced to 'protect' the retail customers, however I can't figure out how this rule benefits me at all. Does anyone here know?
