Empty4 onInit(), OnTick() and OnDeInit() Timeouts

A short while ago I was talking to an old member of this forum (Shoddy) about the fact that it was reported that OnInit(), OnTick() and OnDeInit() timed out after a few seconds and could cause Empty4 to hang. I wrote this little utility to test it and the results it turned up are interesting.
