yes, there is even a broker advertising with spreads as low as - 0.3. (there will be 0.5 pips commission on it again but who ever knows ...).
Theoretically it is possible for a broker to quote negative spread if they have enough liquidity providers, but this kind of arbitrage would be abused by institutional traders for sure ...

They charge 10c comm, so even with negative spread you still don't really get it

Read about some cases at FPA where people benefiting from these wrong pricing, had simply their trades deleted afterwards.
Last I remember of, was a guy named Ralf something that had like 20K$ profit purely deleted. Few heavy scalps off negative spreads, but only a temporary wealth
